US banks get easier Volcker rule and $40B reprieve on swaps

Volcker rule changes
OCC announces Volvker and swaps rule approvals, according to Bloomberg.
The Fed stress tests are due out later. There's talk of dividend cuts but I don't see it happening. Wall Street took over the Fed a long time ago.
