The Fed caved! Their guidance on the policy outlook and assessment of risks to the outlook changed completely. The Committee completely rewrote its previous estimate that risks to the economic outlook were "roughly balanced", and replaced it with considerably more cautious comments about the uncertainty of recent "global economic and financial developments.” This was somewhat mystifying, as these developments were certainly visible in December too – it’s not like they suddenly became aware of Brexit or a trade war with China.
