European Council takes a break from relief fund and budget talks

Will reconvene in a few hours
European Commission President Ursula von der Leyen and French President Emmanuel Macron expressed optimism on the matter.  Not so confident were Germany, the Netherlands, and Austria who said they did not expect a deal soon.
