ECB's de Guindos: Debate on 'proportionality' is now part of the past

The ECB looks to put the QE debate behind them
I guess that means we won't hear remarks about asset purchases being 'proportionate' for quite a while. With the German constitutional court now dropping the case, that's at least one annoyance off the ECB's back.
